As is. Safety mechanism that limits handlebars from turning more than 45 degrees is broken. This could be welded/repaired by a handyperson. Otherwise the scooter works fine and is clean and in good working order. Pay and pickup. We do not hold face to face appointments. Once at our location if you don't want the scooter we will give you a full refund as long as you don't leave with the scooter.
